Statistics are at the heart of development policies for which a follow-up, that requires relevant and reliable data, is crucial to monitor the progress made and to feed evidence-based decision making. In this context, producers and users of statistics must work closely together, the first to adapt statistical production to the needs of the users and the second to send clear signals to producers on their needs. It is clear that the dialogue between them remains limited even today. To strengthen this dialogue, it is important for statisticians to better satisfy and anticipate the demands from their users and to better communicate with them; and it is necessary for users to better understand statistics in order to interpret them better.

Les statistiques sont au cœur des politiques de développement pour lesquelles des outils pertinents et fiables sont nécessaires pour suivre les progrès réalisés et alimenter une prise de décision basée sur des données probantes. Dans ce contexte, producteurs et utilisateurs de statistiques se doivent de travailler étroitement ensemble, les premiers pour adapter au mieux la production statistique aux besoins des utilisateurs et les seconds pour envoyer des signaux clairs aux producteurs sur leurs besoins. Force est de constater que le dialogue entre eux reste limité. Pour renforcer ce dialogue, il est important pour les statisticiens de mieux satisfaire et anticiper la demande de leurs utilisateurs et de mieux communiquer avec eux; et pour les utilisateurs de mieux comprendre les statistiques et de mieux les interpréter.

For the countries of the EU Southern Neighbourhood, the strengthening of the dialogue between producers and users of statistics, especially with the media, is a priority. The MEDSTAT IV project targets this priority with the establishment of a Training of Trainer (ToT) process on the issue of Communication for Statistics (C4S). This training process addresses a statistical sector that is of high priority for these countries: employment statistics.

Pour les pays du voisinage sud, le renforcement du dialogue entre les producteurs et les utilisateurs des statistiques, en particulier avec les utilisateurs spécifiques que sont les médias, est une priorité. Le projet MEDSTAT IV cible cette priorité avec la mise en place d’un processus de formation de formateurs sur la question de la communication pour la statistique. Ce processus de formation s’appuie sur un secteur statistique prioritaire pour ces pays : les statistiques de l’emploi.

The approach for the C4S – ToT aims at training:

  • Statisticians who will in turn train journalists to better understand, question and use employment statistics ;
  • Journalists who will in turn train statisticians on communication techniques and best practices.

The C4S - ToT targets the set-up of national teams of trainers gathering 3 complementary profiles: a "social" statistician from the National Statistical Institute (NSI) or a line Ministry; a Communication officer and Press Relation in the NSI; a journalist or media expert specialised in the social and economic sectors.

L'approche formation de formateurs (C4S – ToT) vise à former :

  • des statisticiens qui, à leur tour, formeront des journalistes à mieux comprendre et utiliser les statistiques sur l'emploi ;
  • des journalistes qui formeront à leur tour des statisticiens sur les techniques de communication et les meilleures pratiques dans ce domaine.

Le C4S – ToT vise la constitution d’équipes nationales de formateurs rassemblant 3 profils complémentaires : un statisticien « social » de l’Institut National de Statistique (INS) ou d’un Ministère ; un chargé de la communication et des relations avec la presse de l’INS ; un journaliste ou expert média spécialisé dans les secteurs sociaux et économiques.

The C4S ToT process has two main objectives and expected results:

  • To upgrade the capacities of C4S – ToT participants, their knowledge, skills and understanding on communication with statistics and particularly with employment statistics. The expected result is to reach a critical number of qualified C4S trainers in the region;
  • To contribute to the communication strategy of the NSIs through the planning and delivery of training activities. The expected result of the process is to have a training project per country or sub-region ready to be delivered.

The learning objectives of C4S-ToT participants are adapted to their profile and the role they will have to play when the C4S training will be replicated at the country level.

Le processus C4S - ToT a deux objectifs principaux et résultats escomptés :

  • Améliorer les capacités des participants C4S – ToT, leurs compétences et compréhension sur la communication avec les statistiques et les statistiques de l'emploi. Le résultat attendu est d'avoir un nombre critique de futurs formateurs C4S qualifiés ;
  • Contribuer à la stratégie de communication de l’Institut National de Statistique grâce à la planification et à la prestation des activités de formation. Le résultat attendu consiste à avoir un projet de formation par pays ou sous-région prêt à être livré.

Les objectifs d'apprentissage des participants C4S-ToT sont adaptés à leur profil et au rôle qu'ils auront à jouer ensuite au moment des futures réplications de la formation au niveau de leur pays.

  • To be able to convert statistics into stories and to apply the “KISS” concept

  • To have a fair knowledge of different communication formats and media for statistics
  • Avoir une bonne connaissance des différents formats et médias de communication pour la statistique
  • To adapt the message to the users and the media (press release, press conference, television and radio, social media, website…)

  • To acquire basic knowledge in the design, preparation, implementation and evaluation of training;

The C4S - ToT process will be organized around 3 successive steps:

Le processus C4S - ToT sera articulé autour de 3 étapes successives :

  • A 9-weeks distance learning phase (in English and French)
  • Une étape d'apprentissage à distance de 9 semaines (en anglais et en français)
  • A 2-3 weeks distance coaching phase (in English and French)
  • Une étape de coaching à distance de 2-3 semaines (en anglais et en français)
  • A two one week face-to-face sessions (one in English, one in French)
  • Une étape en face à face de deux fois une semaine (une en anglais, une en français)

is an economist specialized in the design, the implementation and the evaluation of aid programs in developing and in transition countries. He has more than 30 years of professional experience. His skills portfolio is large and covers Socio-economic analyses and poverty assessments, Macro-economic studies, Global assessment and organization of statistical systems, National Accounts, poverty monitoring, Monitoring and evaluation of development projects and Training in most of the above mentioned sectors. He published numerous articles and technical manuals related to statistical cooperation and development, poverty analysis and other economic topics. He was a trainer for several training courses and training of trainers courses for GIZ (i.e Public relations and statistics course).

Sandrine Beaujean - Your ToT Trainer in pedagocical methods and techniques

has more than 19 years of experience in working with the management, implementation and monitoring international cooperation programmes and projects, mainly in the field of statistics, statistical training, adult training and e-learning. She has 10 years of experience in the design, development, delivery and evaluation of training programmes, especially in the assessment of training needs, the design of objective based trainings programmes and the development of blended course combining e-learning and face-to-face sessions. She developed and implemented several training courses and training of trainers courses for GIZ (i.e Public relations and statistics course). She also has 10 years of experience in mid-term or final evaluation of aid development projects, including statistical programmes. She has an extensive knowledge of quality in statistics and different quality assessment frameworks.

Nibal Thawabteh – Your ToT trainer in media training

is the director of the Media Development Center of Birzeit University since 2008. She holds a MA in management and education and has an experience of 17 years in managerial, organizational and communication professional experience in Palestine. She has especially a vast experience in media training and capacity building in Palestine and other Arab countries in different media topics including media management, media production, expertise-level knowledge of editing and media research. As the editor in chief of Al Hal newspaper, she gained an in-depth knowledge of Palestinian and Arabic Islamic media. She was awarded in 2008, the International Woman of Courage Award – Washington from The American Foreign Affairs Ministry. She also produced a series of documentary films that were broadcasted in Arab satellite channels, and wrote scenarios for TV Arabic series.

Virginie Kremer – Your ToT coordinator

is technical advisor and project manager at ARTEMIS since 2013. She has a Master degree in environment. She provides her expertise since more than 10 years in evaluation of aid development projects/programmes, adult training and statistical projects and programmes such as MEDSTAT II, first during 7 years at InSyDe sàrl, then at ARTEMIS. She was involved in several training courses, as a coordinator (“housekeeper”) and/or as an adult training expert for the organisation, design, development, implementation including the facilitation of webinars and evaluation. She provided technical expertise and support to several courses for GIZ (i.e Public relations and statistics course). She contributed to the development of an adult training e-learning course and trainer manuals for GIZ. She also has 10 years of experience in mid-term or final evaluation of aid development projects.
